I'm currently using a Ryzen 5 5600 with an RX 9060 XT, and performance has felt rough at 1080p in heavier games, especially with ray tracing enabled. For example, Forza Motorsport becomes very choppy in the city with Ultra RT settings, and other games also feel sluggish in crowded areas with lots of NPCs. What's the most affordable CPU upgrade that would noticeably improve the situation?

Enable PBO on the Ryzen 5 5600 and tune the game settings before spending money. A 5600 is still a capable gaming CPU, and even faster processors will not make Ultra ray tracing run smoothly if the RX 9060 XT is already fully loaded. Check the actual bottleneck first, then consider an X3D upgrade only if your CPU is consistently limiting your desired frame rate.
If monitoring proves that you are CPU-limited and you want to stay on the AM4 platform, an X3D chip would be the sensible upgrade. A Ryzen 5 5600X3D or 5500X3D can provide better gaming performance, especially for crowded scenes and steadier frame rates, but only buy one if the price is reasonable. Otherwise, the improvement may not justify the cost.
Before upgrading, confirm what is actually limiting performance. Monitor CPU usage, per-core usage, GPU usage, VRAM use, frame times, and your target frame rate. If the GPU is near 95–100% usage, the CPU is not the bottleneck. A Ryzen 5 5600 should generally pair reasonably well with an RX 9060 XT.
Ultra ray tracing can heavily load the GPU, so the graphics card may be struggling rather than the processor. Try lowering RT from Ultra to High, reduce a few demanding settings, and enable FSR or frame generation if the game supports them. The visual difference is often minor, while the performance improvement can be substantial.
