However, when I sign in to iCloud on the web, my contacts and bookmarks aren't showing up. I've tried backing up over both my home Wi‑Fi and public Wi‑Fi networks and have searched for troubleshooting steps, but I still can't find the missing data. Are iCloud Backup and iCloud syncing handled separately?

iCloud Backup and iCloud syncing are separate features. The “Back Up Now” option creates a device backup for restoring an iPhone; it doesn’t necessarily make contacts or bookmarks appear as browsable files on iCloud.com. Check Settings > your name > iCloud and make sure Contacts and Safari are enabled there. Those settings control syncing, while Settings > your name > iCloud > iCloud Backup controls the device backup.
The items need to be enabled in the main iCloud settings, not only included in the device-backup screen. After turning on Contacts or Safari syncing, give the phone some time on Wi‑Fi and confirm that you’re signed into the same Apple Account on the phone and in the browser. Also, not every backup item has a separate visible folder or file on iCloud.com.
