I recently built a PC with an Intel Core i5-14600KF, ASUS PRIME B760-PLUS DDR4 motherboard, 32GB (2×16GB) Corsair Vengeance LPX DDR4-3200 CL16 memory, a Gigabyte Radeon RX 9060 XT Gaming OC Ice 16GB, a Thermalright Peerless Assassin 120 SE cooler, Corsair CX750 PSU, and a Samsung 970 EVO Plus 1TB SSD.
The system is stable in games when XMP is disabled, but enabling XMP causes crashes. With XMP off, I played for around two hours without problems. The memory is rated for CL16-20-20-38 at 1.35V. I updated the BIOS and also tried lowering the memory speed to 2933MHz, but the crashes still happen. Windows was not freshly installed because I reused my old SSD. Could a clean Windows installation help, or is this more likely a memory stability or BIOS setting issue?

You can test 1.37V or 1.40V DRAM voltage to see whether it stabilizes the XMP settings, although the safe limit depends on the memory chips used. CPU-Z can identify the module version. Also make sure the two sticks are installed in the recommended slots, usually A2 and B2—the second and fourth slots from the CPU socket.
Running the memory at a lower speed is perfectly fine if stability is the priority. I had to run a DDR4-3600 kit at 2666MHz after a hardware change and couldn't notice a meaningful performance difference in everyday use or games. Also check that the CPU cooler isn't overtightened, since excessive mounting pressure on LGA1700 can occasionally affect memory stability.
A clean Windows install probably won't fix this if the crashes only happen with XMP enabled. Try manually increasing the memory timings, lowering the frequency, or adjusting the DRAM voltage slightly. You could also check whether the kit has a lower-speed profile that is easier to run. If it was recently purchased, exchanging the RAM is another reasonable option.
On some B760 boards, manually setting both the DRAM voltage and the DRAM training voltage to the XMP voltage can help. You can also disable memory fast boot so the board performs full memory training at startup. Some users find that setting DRAM voltage to around 1.37V first makes XMP stable, after which the rated 1.35V may work normally.
