I bought a GIGABYTE GS24F14 monitor advertised with a 144Hz refresh rate, but my MSI GF63 laptop with a GTX 1650 Max-Q only lets me select up to 120Hz. Is this caused by the monitor, the HDMI cable, or a limitation of the laptop's video output?

This is most likely a hardware limitation of the laptop. The GF63’s HDMI output is HDMI 1.4 and is generally limited to 1080p at 120Hz, so the monitor cannot receive a 144Hz signal through that port.
Check MSI’s specifications for your exact GF63 model. If its HDMI port is limited to 120Hz at 1080p, there is no Windows setting or monitor adjustment that will unlock 144Hz over that connection.
The monitor can still be a 144Hz model even if its HDMI input is HDMI 1.4. The advertised refresh rate may require a different input, such as DisplayPort, while HDMI is limited to a lower maximum. Check whether your laptop has a USB-C port that supports DisplayPort output; otherwise, 120Hz may be the highest available.
