My i7-14700K build drops or stays at roughly 3 GHz when running Prime95, which seems unusually low. Is this expected behavior, or is something misconfigured? I'm not sure whether the cause is overheating, inadequate motherboard VRM cooling, the CPU cooler, or a Windows power setting. What temperatures, motherboard, cooler, and power-plan settings should I check?

The first thing to check is temperature and throttling. Monitor CPU package temperature, core clocks, and thermal or power-limit flags while Prime95 is running. If the processor reaches its thermal limit, it will reduce clock speeds to protect itself. Also confirm whether every core drops to around 3 GHz or only certain cores, and whether the same thing happens in less demanding workloads.

The motherboard and cooling setup matter here too. A weakly cooled VRM can cause power throttling even if the CPU temperature looks reasonable, and an undersized or incorrectly mounted cooler can lead to thermal throttling. Check the exact motherboard model, CPU cooler, cooler mounting, fan or pump operation, BIOS power limits, and Windows power-plan settings.
