I have an iPhone 11 Pro running iOS 26.5.2 with 511.6 GB of 512 GB used. My iCloud plan has 6 TB, with about 2.2 TB occupied, so there should be more than 3 TB available. iCloud Photos has Optimize iPhone Storage enabled, and I have more than 123,000 photos and videos.
For years, iCloud kept my iPhone at roughly 350–400 GB used, but recently the phone fills up again within days. When that happens, video recordings stop with an "iPhone Storage Full" warning, and I can't reliably send audio messages or work on creative projects. Photos sometimes says syncing is paused because there isn't enough storage, although my iCloud account has plenty of space.
I've already removed apps, voice memos, large attachments, and other files, so photos and videos are now using most of the space. I don't want to manually delete my media. Why isn't iCloud automatically freeing up local storage, and is there a way to upload everything without keeping full-resolution copies on the iPhone?

Having more than 3 TB free in iCloud does not guarantee that every file is immediately removed from the phone. Optimize Storage replaces many originals only after they are safely uploaded and when the device needs room. A library with more than 123,000 items can still require substantial space for thumbnails, indexes, caches, and temporary processing files. That may explain why the phone repeatedly fills while Photos is trying to sync.
The iCloud backup status is not the same as iCloud Photos syncing. A recent device backup does not prove that the entire Photos library has finished syncing or that local optimization is functioning. Avoid factory-resetting the phone as a first step; first verify the Photos sync status and get Apple Support involved if the optimization cycle keeps failing.
iPhone storage and iCloud storage are separate. iCloud Photos can reduce local usage with Optimize iPhone Storage, but it still needs enough free space to sync, process the library, and keep thumbnails and other local data. If syncing is paused because the phone is nearly full, optimization may stop working too.
Try connecting the phone to power and reliable Wi‑Fi, then leave it untouched for several hours or overnight. Also confirm that iCloud Photos and Optimize iPhone Storage are enabled. If the same error continues despite plenty of iCloud capacity, contact Apple Support because the Photos sync process or the phone’s storage index may be stuck.
Check Settings > [your name] > iCloud > Photos and make sure Sync this iPhone is on and Optimize iPhone Storage is selected. Keep the phone powered and connected to Wi‑Fi while it works; large libraries can take a long time. If Photos repeatedly reports that syncing is paused even though iCloud has plenty of room, take screenshots of the iCloud and iPhone Storage screens and have Apple investigate rather than repeatedly deleting random files.
Optimize iPhone Storage is enabled. Photos occasionally syncs successfully and frees space, but the phone becomes full again less than a week later.

My iCloud backup completed recently, but I’m seeing the iPhone-storage-full warning rather than an iCloud-capacity warning. Mobile data for Photos is enabled, so I’ll leave it plugged in on Wi‑Fi and see whether syncing and optimization resume.
