The bigger question is whether the CPU is the best place to spend the budget. If moving to a Ryzen 5 7500F, 7600, or possibly a 7500X3D lets you upgrade to an RX 9070 or 9070 XT, the faster GPU would usually provide better gaming performance. That matters even more for 4K, where the graphics card is typically the limiting factor.
A middle-ground CPU upgrade could work too, as long as the GPU upgrade fits the budget.
