Best CPU Recommendations for Upgrading with an RTX 5070

I recently upgraded my GPU from a GTX 1660 Super to an RTX 5070, but I'm still using my old CPU, an i5-9400F. I knew this would create a bottleneck, but I couldn't afford to upgrade both the CPU and GPU at the same time. Now, I'm looking for CPU recommendations to avoid throttling my performance. My current setup includes a TUF B365M-PLUS GAMING motherboard and 40GB of DDR4 RAM running at 2666MHz. I'm not interested in upgrading to DDR5 motherboards, so I need suggestions that fit within my budget of around $450 for the CPU, motherboard, and fan. Any advice?
