It typically runs under 100W, so it works well with low-profile coolers. The 9600X is also an easier choice for cooling, but you might want to think about possible bottlenecks with it when paired with the RTX 5070 Ti.
Most SFF cases will require a PCIe riser adapter, but performance losses between generations are usually pretty minimal. The Fractal Design Ridge White is a good alternative, though it doesn't have much space for larger coolers. If you want a CPU that matches your GPU's power, the 9800x3D is the way to go. Just keep in mind that it has better thermal management due to some new architectural changes.
