I'm looking to get an NVIDIA 3080 for gaming at 4K resolution. My goal is to hit 60 FPS with DLSS enabled on most games, including newer releases. I have an Intel i9 9th gen CPU, so I'm curious if the 3080 can handle this setup.

From my experience with a 3090, 4K gaming can be tough if you want high quality. I found I was often closer to 60-80 FPS with settings maxed out. With a 3080, you’ll likely have a similar experience, so focus on titles where you can use DLSS to help maintain that 60 FPS.
As a current 3080 user, I mostly game at 1440p with max settings and DLSS, and I usually get between 60 to 120 FPS. For 4K, you might need to lower the settings a bit to maintain that 60 FPS mark, but it can be done if you're okay with adjusting the quality.
The performance you'll get really depends on the graphics settings of the games you play. Some titles, like the Resident Evil 4 remake, are quite demanding and can use over 10GB of VRAM just at 1080p. So, for 4K, you might need to tweak some settings.
You should be able to hit 4K at 60 FPS as long as you manage your settings well. I run a 4070 Ti with an 11700K, and while I can do it easily, your 9th gen i9 and 3080 setup is pretty close. Just expect to tweak the settings down a bit.
I wouldn't recommend the 3080 for 4K if you're seeking higher framerates. You can get around 60 FPS in some games with settings turned down, but it's better suited for 1440p in my opinion.
