I recently got my hands on a 9070 XT graphics card, but I'm currently using an older 550W EVGA Bronze power supply. I'm aware that the GPU's power requirements are higher than what my PSU can handle. I'm curious if undervolting the GPU could make it safe to use for the time being or if I should just wait and replace the PSU first. I really want to avoid damaging any components in the process.

Using that 550W PSU might not kill your GPU outright, but expect potential shutdowns since it probably can't supply enough power, especially if your CPU is power-hungry too. If you're thinking of upgrading the GPU, it's wise to upgrade the PSU concurrently. AMD recommends at least a 750W supply for safe operation.
Your other hardware also plays a role here, but most likely, your GPU won't just die immediately. At worst, your system will power down due to overloading—unless your PSU is a really bad model. Undervolting can help for now, but get a new PSU soon!
