Have you checked your memory specs? That could be another factor contributing to the performance issues along with the CPU.
I had a similar setup with a 3060 and an i5 2400; it did help with performance in many games. If your CPU is hitting 100% usage, that's where your performance bottleneck is. Consider lowering shadows, water effects, and particle effects as those can really bog down your CPU.
The stuttering is definitely tied to your older CPU. Unfortunately, lowering graphics settings won't help much since most tweaks just ease the load on the GPU.
League of Legends can be really CPU-intensive, so upgrading your CPU will likely give you the best results. You could also try locking your FPS to 60 to avoid fluctuations that cause stuttering.
