Can Apple resellers in India require AppleCare when buying an iPhone?

I recently asked about the new iPhone 17 Pro Max at an authorized reseller in India. They informed me that I could only pre-order or buy the phone if I also purchased AppleCare, which I don't want. Is it even legal for them to mandate this when Apple states that AppleCare is optional?
