I'm planning on using a Ryzen 7 7800X3D CPU and an RTX 5070 GPU, along with 32GB of DDR5 RAM and 1TB NVMe storage. The main use for this setup would be gaming at 1440p and some video editing/streaming. Are these goals realistic for my budget, or am I dreaming?

Short answer? Nope. Those prices just don't align with what you're looking for right now unless you find some fantastic deals in the secondhand market. Even then, you might be scraping the bottom of the barrel.
It's definitely a challenge in today's market. Just for the RAM, expect to pay somewhere between $250 and $300, which eats into your budget significantly. Have you considered trying a site like PCPartPicker to get a hold on prices? Also, which country are you in?
Honestly, hitting that budget is going to be pretty tough. If you start adding up the prices, you're looking at around $330 for a used Ryzen 7 7800X3D, about $500 for the RTX 5070, and $330 for the RAM. That’s already over your budget before considering the motherboard, power supply, and case.
