I'm looking for a keyboard with a numeric keypad for my dad, and he wants one that includes Touch ID. However, he doesn't actually want to use the Touch ID feature. Is there a way to disable it, or would it just be easier to get a keyboard without Touch ID?

You can definitely avoid using Touch ID by just not setting it up when you get the keyboard. It won't interfere with the numeric keypad at all.
Why would he want a Touch ID keyboard if he's not going to use it? Seems kinda unnecessary when there are simpler options!
If your dad really doesn't want Touch ID, it might be smarter to pick a keyboard without it. You can save a few bucks that way! Here's a link to the Magic Keyboard with Numeric Keypad without Touch ID: https://www.apple.com/shop/product/MXCJ3LL/A/magic-keyboard-with-numeric-keypad-us-english.
