I have an old Flip Slide HD camera from 2011 that has a broken non-removable battery. Is there any device I can use to power the camera directly so I can extract the data from it? Or does such a device not exist?

You should also try using the same connection method that worked before the battery failed. If it was working fine while charging earlier, an external battery pack may do the trick, as long as it's consistently connected.
If your camera usually charges via USB, you should be able to use a USB battery pack to power it, assuming the battery isn't completely blocking functionality. Just make sure to check if the camera can work while plugged in; it might still turn on even with a faulty battery.
Could you share the brand and model? It's super helpful for giving advice! If your camera has a USB port for transferring images, it might also work as a power source. Plugging it in could help you see if it powers up regardless of the battery issue. If it's an old lithium battery, just be cautious about keeping the camera around if it's no longer functional.
