I just got this Easystore hard drive, which is supposed to have 12TB of storage capacity. However, after it was wiped (it was used for some unknown purposes before), I now see only 31GB available. I'm looking for advice on how I might be able to restore some of the lost storage, whether it's a physical or digital process, or if I should just ditch it. I really don't know much about tech stuff, so any guidance would be appreciated!

Sounds sketchy, honestly. If it was wiped before and now shows only 31GB, are you absolutely sure it was wiped properly? Check the drive details through your OS to see how it's partitioned. Maybe there's more space allocated elsewhere.
