I'm swapping out my old motherboard (an Asrock A320M-HDV R4.0) because the RAM slots are dead. I've ordered a new one (an Asrock B450M-HDV R4.0) to replace it. The problem is, I don't have another computer to create a fresh Windows boot drive. Will I face issues trying to boot up with this new hardware using my previous Windows installation?

Chances are pretty solid that Windows will boot up without a hitch, as long as you weren't using RAID or anything super complicated with your previous setup.
Windows should boot fine, but I'd recommend doing a clean install if you can. It's the best way to ensure everything works smoothly after switching motherboards.
