I'm thinking about taking the NVMe drive from my broken laptop and using it to boot my new PC. The NVMe has a Windows OEM on it, so I expect I'll need to activate it again. But I'm wondering if it will actually boot even with different drivers and potential incompatibilities. I heard that Windows 11 is pretty flexible and can download some drivers automatically. What's the likelihood of this working?

Yes, you'll need the encryption key to access the NVMe since it's encrypted by default in Windows 11. You can find this info through your Windows account device settings online.
It may take some time the first time you boot, as Windows will need to download drivers for the new hardware, but it should eventually get there.
It should probably work fine! Just be prepared that you might need to reinstall Windows if it doesn't boot up properly.
