I'm in a tough situation with my dad. After an argument, he mentioned he could turn off my laptop using a digital bill, and I'm really confused about what that means. Is there any possibility he can actually do this, or is he just trying to manipulate me?

It sounds like your dad might be talking about cutting off the internet rather than shutting down the laptop itself. If he stops paying for the internet, then you'd obviously lose your connection, but the laptop would still work as a computer.
