I accidentally removed one of the multi-layer ceramic capacitors (MLCCs) while cleaning my Dell OEM RTX 3070. Is there any chance it will still function properly with one of them missing?

You could try plugging it in and see if it works. It might be fine, but there's also a risk involved.
If it does work, it won't damage the rest of the computer, right?
