I've been thinking about upgrading to an x3d chip for my AM4 setup, specifically the 5700x3d. I initially considered it at the beginning of the year but ended up upgrading my GPU instead. My power supply recently started failing, so I had to replace that too. Now, with the prices for the 5700x3d sitting between $330 and $400, I'm wondering if I've missed my chance. Should I wait for prices to drop or should I just grab something like the 5800XT that's on sale right now?

Price fluctuations are expected. If you're not rocking a high-end GPU (under 500 bucks), then I don’t think the 5700x3d is going to be a major bottleneck compared to your 2700x.
They're out of production now, so prices on the 5700x3d are unlikely to drop anytime soon.
