Do I Need a New PSU for My Dell Optiplex 7070?

I'm considering buying a Dell Optiplex 7070 MT because it's equipped with an Intel Core i7-9700, which I think is still pretty modern. I'd like to upgrade it with a GTX 1650 for gaming, but I'm uncertain about the power supply. Some graphics cards require external power, while others don't. I want to be proactive since I can't rely on eBay sellers to show the PSU connectors clearly. Since I'm on a tight budget with this being my first build, I'd love any suggestions for affordable, reliable PSUs if a replacement is necessary. Thanks a lot!
