I recently purchased an MSI MAG 870 Tomahawk WiFi Gaming Motherboard, but I noticed that the box didn't have any factory seal on the outside. I've seen a bit of tape on the internal plastic bag, but it's not fully sealed. I'm a bit concerned, as I want to ensure my motherboard is brand new and not a returned item. Has anyone else experienced a similar situation with MSI motherboards?

Honestly, I can't recall ever seeing a seal on the box of any motherboard I've bought. MSI apparently keeps it pretty simple.
I just checked my MAG Z790 Tomahawk, and I can confirm there were no outer seals or tape at all. It's common for many MSI motherboards, so I wouldn't worry too much!
From my experience with the X870 Tomahawk, the box didn't really have any significant seal; it just had a simple piece of tape on the internal bag. So, it sounds like you're not alone! Many models might not come with a tamper-proof seal at all.
