I just got a new PC with an Intel i7-9700X and a GeForce 5070 Ti, housed in a P101 Silent case. The CPU cooler is a Coolleo Etian P60T Symphony VR 2 ARGB. Since I received it from a PC store, I've noticed that the CPU fan is really loud, almost like a jet engine, and I've only been using it for basic tasks like browsing with Chrome and watching movies on VLC. The rear fan also isn't spinning. I tried lowering the CPU fan curve in the BIOS to 40-50% until it hits 70°C to reduce the noise, but now the CPU temperature fluctuates between 75°C and 86°C without even gaming. Does this indicate a cooling issue?

Intel CPUs can run pretty warm, but yours shouldn’t be reaching those temps while just doing light tasks. Have you tried reapplying thermal paste? If your fans are maxed out just to keep cool, that usually means there’s a problem with the cooler or the thermal paste wasn't applied correctly. It might be a good idea to take it back to the store and explain what's going on.
