I've been facing a frustrating issue where I'm experiencing stuttering in certain games, like Baldur's Gate 3, while I consistently have stable frame rates between 100 and 130 FPS. Despite the high FPS, the gameplay feels choppy, which really affects my overall experience. I've checked the GPU, CPU, and RAM utilization during gameplay and everything seems normal; nothing is maxed out.
To give you some context, I've had issues in the past with driver timeouts and visual glitches, but I've upgraded my GPU to rule that out. I've also tried reinstalling Windows to address possible software conflicts, which helped somewhat. However, I suspect there might still be unresolved driver issues, particularly related to AMD and DirectX. Although I've given up on fixing conflicts with Hitman WOA, I'm wondering if this might be linked to my current stuttering problem.
Could RAM or even CPU/motherboard issues be the culprits here? Everything is under warranty, so I can get replacements if necessary. Just to note, I'm not experiencing overheating or thermal throttling and haven't manually overclocked anything; in fact, EXPO is disabled.

- AMD 9800x3D (Turbo mode enabled)
- Radeon 9070XT (Sapphire)
- 32GB DDR5 6000 (Corsair Vengeance)
- B850 Aorus Elite
- Games installed on a KC3000 2TB SSD

You might want to update your GPU drivers and motherboard BIOS if you haven’t already. Also, double-check the RAM speed profile in your BIOS settings to ensure it’s running at maximum speed.
I had similar issues. Sometimes a clean driver wipe and clearing the shader cache helped with the stuttering.
What’s your 1% low FPS like? Are the games more CPU or GPU limited? If you haven’t yet, try enabling FreeSync. Also, make sure you're using a high-performance power plan in Windows and disable PCIe Link State Power Management.

I actually checked that already; everything’s up to date. My RAM profile isn't at max speed since EXPO isn't active, but I’ve played these games fine before without issues, even with slower RAM.
