Fixing Freezes on YouTube and Twitch Videos

I've been dealing with annoying 1-second video freezes while watching YouTube and Twitch, though the sound continues to work without issue. I've tested this on several browsers. A lot of people suggest that hardware acceleration is the culprit, but turning it off hasn't resolved my problem. I've also noticed that when I use Display Driver Uninstaller (DDU) followed by a fresh driver install, it temporarily fixes the issue until the next driver update rolls out. I can't keep sticking to one driver version forever, so I'm hoping to find a better solution. For context, I have an RTX 3060 Ti, which isn't cutting-edge but should still perform well. Interestingly, I've tested this on Nobara Linux, and the freezing problem doesn't occur there.
