I recently sold my iPhone, but I forgot to record the passcode after setting it up briefly. I wiped the device, but when I set it up again to show details like IMEI and battery health for the buyer, I had to create a passcode that I can't remember. The phone isn't linked to my iCloud, and now the buyer has received it but can't access it. I've heard that iPhone recovery mode might help, but I'm concerned it could cause issues without an existing backup. What are the best steps to resolve this without leaving my buyer with a useless phone?

Honestly, the best move is just to have the buyer reset it to factory defaults. They should be doing that anyway when getting a new phone. There are ways to do this with or without a computer, and either option will clear the passcode!
Restoring it using recovery mode will definitely remove the passcode. Just make sure they follow the right steps so it doesn’t create any more issues.
How did you wipe the phone? If you followed the Apple-approved method, that should have removed the passcode too. Just to clarify, you'll want to ensure it’s completely reset before selling.
