I recently switched to an RTX 5070ti graphics card, and now HWinfo is showing a "PCI/PcIe Bus Error @ RTX 5070ti." I'm unsure about what this error means or what potential risks it might pose to my PC. Any insights or solutions would be greatly appreciated!

You should definitely run a benchmark using the free version of 3DMark to see if your scores match up with similar setups. It can also help to use GPUZ to check whether your 5070ti is operating at the correct bus interface during the benchmark. If everything checks out and you’re scoring well, then you might not need to worry too much about the error.
I’ve tried the benchmarks and got a score of 7034, which seems fine. However, GPUZ showed my bus interface as "PCIe x16 5.0 & x4 1.1" which is a bit concerning. I didn't get flagged for a PCIe bus error in HWinfo during the test though.
It sounds like you might have a couple of things to check. First, is your card plugged directly into the motherboard or are you using a PCIe riser cable? Also, have you tried taking the card out and putting it back in? Another thing to consider is your power supply: how old is it and what brand/model is it? While this error might not seem power-related, power issues can lead to all sorts of unexpected behaviors.
