I've been struggling for four days because I can't create an Apple account, and it's making my iPhone totally unusable. Every time I try, I get an error saying it's impossible to create an account at the moment. I've tried everything I can think of: using another phone, switching to 4G, private browsing, even contacted Apple support, but they just told me to wait. I'm really frustrated because my iPhone is just sitting in a drawer now, and I just want to get it up and running!

I recommend calling Apple directly about your issue. They’re aware of some limitations on account creation due to scams and AI. If you ask them nicely, they might be able to whitelist your email or number. Also, try visiting music.apple.com and signing in; you should see a create account option there too.
You should create the account from a different device and avoid using a VPN. If your phone isn’t working, just use another device to log in.
Have you tried creating your Apple account at this link: account.apple.com/account?create? If you're having trouble from any browser, it might help to know what country you're in and if you have access to a VPN.
You do realize you can still use the iPhone without an Apple account, right?
