I'm trying to upgrade my mother's remote PC, which has an Intel 11th Gen processor and TPM 2.0, from Windows 11 version 21H2 to 25H2. Every time I use the Windows Installation Assistant, it downloads and installs the update, reboots, but ends up still stuck on 21H2. Does anyone have suggestions on how I can successfully perform this upgrade?

Instead of the Installation Assistant, try using the .ISO file. You can create installation media from the Microsoft website and run the setup.exe from there. This often bypasses issues with the updater.
You might want to take a look at the flyoobe option as well—it could help in this situation.
Check if you used any bypass methods during the original Windows installation that might prevent the upgrade. If so, that could be the issue. Also, consider if jumping from 21H2 straight to 25H2 might be too big of a leap. You could try first installing version 22H2 or even downloading the 25H2 installer directly and running it manually instead of going through Windows Update.
No bypasses were used here, and the hardware is totally compatible!
