I'm trying to decide between two CPU and cooler setups for my build, but I can only go with one due to my budget. The options are: 1) 9800x3d paired with a Thermalright Peerless Assassin 120 SE, or 2) 7800x3d with a Liquid Freezer III 360mm. I'm considering factors like the performance differences between the CPUs and the high temperatures in my area. Any advice would be appreciated!

Definitely the 9800x3d with the Thermalright cooler! If energy consumption is a concern, you could undervolt it—but honestly, the GPU will use up more power anyway. Just focus on keeping those temps in check.
I'd recommend going with the 9800x3d and the air cooler. You really don't need a liquid cooler for either CPU, and the 9800x3d is the faster option here. Just make sure your case has good airflow!
