I've been having a tough time with Mortal Kombat 1 stuttering on my 9070XT, where my 1% lows drop to single digits. I initially thought it was due to the GPU, especially since my Nvidia/Intel setups didn't experience any issues. However, after swapping my GPU to a 5070, the stuttering continues, ruling out the GPU as the culprit.
I've tried everything I could think of, like adjusting settings in the Nvidia control panel, changing power plans, and enabling triple buffering. I even performed a clean uninstallation of the AMD drivers using DDU before putting in the Nvidia card.
I have a hunch that it might be something else like the RAM or CPU, but every other game runs smoothly. The CPU usage during the game is pretty low, and lowering the resolution didn't help with the stuttering either. I've tested the RAM too, and the stress tests came back fine.
How can I pinpoint what's causing this stuttering in MK1, and why is it not happening on my other machines?

Have you tried upgrading your Windows to version 24h2? Sometimes that can make a difference in performance!

You might want to delete all the shader caches. That helped me out in the past with game stuttering. Have you tried it?
Yes, I've even deleted and reinstalled the game.
