I recently picked up a 2009 13-inch MacBook Pro from Facebook Marketplace. When I turned it on, it showed the Apple logo with a loading bar but quickly switched to a white screen. I found some advice online suggesting I unplug and reconnect the battery, but that didn't help. What other troubleshooting steps can I try?

You might want to try rebooting it in Recovery mode. It's possible that the drive is wiped clean, and you just need to reinstall macOS to get it working again.
