I recently assembled a new PC with the following components: an ASUS TUF B850-E Plus WiFi motherboard, a Ryzen 5 7600X processor, an RTX 5060 Ti 16GB graphics card, and 2 sticks of Kingston RAM (2x16GB at 6000MHz CL36). However, when I try to boot it up, I get a yellow Q-LED light indicating a DRAM issue. I've attempted to rearrange the RAM sticks and tested them one by one, but nothing seems to resolve the problem. Does anyone have any suggestions?

It sounds like your motherboard might be running a memory training cycle, which can take a little time, so be patient. If it doesn't resolve itself, you'll need to find a way to flash your BIOS. I know it can be hard without a running PC, but maybe you can get a USB flash drive to do it once you solve the boot issue?
Have you tried waiting a bit after the yellow light comes on? Sometimes the system needs a moment to recognize the RAM. Also, consider checking if your RAM is properly seated in the slots. If that doesn't help, you might want to update the BIOS to the latest version, but that can be tricky if you can't boot your PC to do it.
