I'm having an issue with my laptop (Dell Latitude E5470). When I turn it on, it goes to a page that shows 'Intel(r) Boot Agent' and prompts me to press a key to reboot. Unfortunately, my keyboard isn't working to respond to that. I also want to note that I've had battery issues in the past but haven't replaced it yet. Any suggestions on how to get past this screen?

Have you tried spamming the BIOS key (usually F2)? If your keyboard is working at all, you should be able to enter the BIOS. Sometimes it helps to check if the keyboard is responsive. For diagnostics, you might need to use F12 on some models. Give that a shot!
Sounds like your keyboard might not be working. If none of the keys respond, it could be that the keyboard is defective or not registering. Unplugging the laptop to turn it off isn't ideal, but if you can't get past that boot screen, you might need to look into either using an external keyboard or considering a repair.
