Help! My New PC Won’t Boot Up

I've just built a new PC, but I'm facing a frustrating problem—it's not turning on! It doesn't even boot into the BIOS. I'm not sure what's wrong. I've tried switching RAM slots and even different monitors, but every fan is running. To make things easier, I'm testing it outside the case because my tech guy suggested it for troubleshooting. The manual mentions using a CD, but I don't have a CD drive, and I'm not even at that step since there's no BIOS showing. Any ideas on what I can do to fix this?

I don't see any lights. Here are my specs: Motherboard: Asrock A520M HVS, RAM: 8GB Kingston, Processor: Ryzen 5 5600, GPU: GT 1030, Power Supply: Chieftec Eon Z600S.
