I'm having a major issue with my PC—it just gets stuck on the AsRock logo with a spinning circle that never moves. I've tried restarting it, but it seems frozen on that screen. Any advice on how to fix this?

Sounds like a classic case of being stuck during boot up. Have you tried unplugging it and plugging it back in? Sometimes that can clear up weird issues like this.
If you just built your PC, consider resetting the CMOS. That can sometimes resolve boot issues. Also, check how long it’s been on the logo; sometimes, a lot of memory might cause it to take longer to initialize.
If it's been stuck for 20 minutes or more, that's quite a while. AMD systems can sometimes take a bit longer to ‘train’ the memory, but there’s a limit. You might want to try resetting it if this doesn’t resolve soon.
