I recently installed Windows 11 on a new drive, and for a few days, everything was working fine. However, I've run into a strange issue where none of my programs will open. This started happening after I noticed some odd behavior with the system sounds; the startup sound played about half an hour after booting up. Initially, I thought it was just a minor bug following some recent updates, but now I'm stuck. I tried disconnecting my Razer Black Shark dongle, thinking it might be causing the problem since I've heard it can sometimes create issues. Even the Task Manager and the Ctrl+Alt+Del menu aren't working, and I can't open a command prompt using Win + R. I'm clueless about how to troubleshoot this further without being able to access anything on my PC. Any help would be greatly appreciated!

Could you clarify when exactly you did the fresh install of Windows 11? Your timeline seems a bit murky, and it helps to pinpoint any potential causes of the issue. Also, switching between integrated graphics and your GPU might help. Just make sure you know how to do that since you're having trouble accessing settings. If you can get back to any working interface, check your display adapter settings.
It sounds like a frustrating issue! Have you tried checking the BIOS settings? Sometimes setting adjustments there can cause boot problems. But be careful, as changing things without a backup can risk data loss. Also, if you haven't already, ensure your data is backed up before making changes. It might also be worth looking into whether something specific is causing the issue, like third-party hardware or software.

I didn't change settings before, which is why I'm confused. I can't even open the settings app! Just my luck.
