Help! My System Gets Stuck During Boot – Any Ideas?

I've been having some frustrating issues with my PC lately. It often gets stuck during the POST phase after I replaced my GPU and PSU. The DRAM light is on, and I'm seeing a "00" error code on the motherboard. To complicate matters, I can't use any USB devices when I'm in the Windows recovery screen or during boot-up. I only have a brief 1-2 seconds to enter the BIOS before the USB ports turn off completely. Here are my specs:

- Motherboard: MSI x870e Carbon WiFi (BIOS Version: 7E49v1A8, latest)
- CPU: AMD Ryzen 9 7950X3D (drivers updated)
- AIO Cooler: Corsair H100i
- GPU: Switched from GeForce RTX 3060Ti to ASRock Steel Legend AMD Radeon 9070XT (drivers updated)
- RAM: DDR5 32GB Corsair Dominator (2x 16GB)
- PSU: Seasonic Vertex PX-1000W
- Storage: 1TB NVMe SSD and 2TB NVMe SSD
- Case: Corsair 680x

Have you tried leaving the system for an extended period during POST? Sometimes, the BIOS uses a memory training process for DDR5 RAM, which can take up to 15 minutes, depending on your motherboard and memory. Also, I'm curious how you're getting into Windows Recovery if the system is stuck at POST?

I waited about 10 minutes, but the system gets stuck randomly. I can trigger it to freeze by entering recovery and then shutting down with the power button. Unfortunately, I can't interact with anything in WinRE because the USB ports aren't working for some reason.
