I upgraded from a Ryzen 5 3600 to a Ryzen 7 5800X3D and initially saw a nice jump from 500 FPS to around 600 FPS. After tweaking my BIOS, I got it up to 900-950 FPS, but now I've noticed a significant drop down to just 700 FPS over the past year. I've kept everything the same hardware-wise, apart from typical wear and tear, and even did a fresh Windows install without changing any game settings. I recently updated my BIOS, hoping to fix clock issues, but no luck. Should I consider downgrading my AGESA version for better performance? My CPU boost clock is around 4.33 GHz, and all temperatures look good when gaming. Any thoughts?

It could be an issue with Windows itself. An old Windows install can become bloated over time and affect performance. You mentioned that you did a fresh install, so that might not be it, but also, what kind of storage are you using?
Have you updated your game or drivers? Sometimes, game updates can affect performance, but it sounds like you've only touched the GPU drivers. Still, they might have an impact, especially if they change how the game interacts with your hardware.
I have only updated the GPU drivers, but I don't think that would account for such a drop in FPS.
Consider if your game might have changed in some way, even if the version didn't update. Sometimes under-the-hood changes can cause issues if optimizations lag behind. What's the game you're testing on?
I've been playing Fortnite on an older version, no updates there.
I'm using a 1TB NVME SSD, so storage shouldn't be a bottleneck.
