Help with My Old Dell OptiPlex Having Power Issues

I recently dug out my old Dell OptiPlex from 2005, which has an Intel Core 2 vPro processor, and I think it has a PSU issue. The indicator light shows orange on pins 1 and 3, which usually means a RAM error. I tried moving the RAM to slot 2, but the orange light persists, and the system won't boot. I also discharged the power and disconnected everything except for the CPU, the 24-pin connector, and the fan, but it still won't work. Interestingly, the fan is not spinning at all. I suspected the motherboard might be fried, but after running a PSU test with just one RAM stick and one CPU, there was no beep as expected. I even tried resetting the BIOS settings, but no luck. I'm looking for any advice before I decide to buy new parts, which I'd rather avoid if possible. Thanks for your help!

Honestly, fixing that might not be worth it unless it holds some sentimental value. If you're in the U.S., you could grab a much newer machine for under $50 with everything included.

Did you ensure the RAM is properly seated in the correct slot? You mentioned it might be a RAM issue, but if you've switched it around, it could be something else. From what you're describing, this doesn't seem like a PSU problem.
