That GTX 1070 is an older midrange GPU, and it's definitely a big factor in your performance issues. It's been around for a while, so if you're looking for better performance, an upgrade might be necessary.
Your PC is actually pretty solid for casual esports titles in 1080p. To enhance your gaming experience, consider upgrading your graphics card to at least an RTX 3060 12GB or, for 1440p, look into an RX 6900 XT 16GB or RTX 3060 Ti.
