Help with Stuttering and Frame Drops in Games – Possible Hardware Issues?

I'm having a tough time with my PC setup and could really use some advice. Though I built this gaming rig a couple of months ago and it performed well initially, I'm now facing serious issues, including annoying visual and audio stuttering, frame drops that go from 800 FPS to 0 in seconds, and regular crashes. I've tried to troubleshoot it myself, suspecting it might be a CPU or RAM issue, but I'm at my wits' end trying to figure it out.

Currently, I can get solid FPS numbers in some games like 240 FPS in Roblox and 600 FPS in CS2, but every 5 seconds or so, I experience dramatic frame drops. This happens especially in games where there's a lot happening on-screen, like when shooting in Fortnite or Valorant. It's bizarre because I once stumbled upon some settings that boosted my FPS beyond 1000 and seemed to fix the stuttering, but that fix was short-lived as it all went back to the old problems after a reboot.

I recently attempted overclocking my CPU to alleviate the issues, but that led to a crash loop until I reset the BIOS. My temperatures are fine, and the GPU looks good too, but I'm getting mixed signals regarding whether my RAM is functioning properly. To be clear, I've done multiple clean installations of my OS, and those don't seem to help either. Any thoughts or suggestions would really be appreciated!
