How can I back up my iPhone data if my Apple ID is locked?

I'm struggling to back up all my data from my iPhone since my Apple ID has been permanently locked. Apple won't unlock it or provide an explanation. I own an older iPhone, but I have a newer one that I want to transfer my old data to using a new Apple ID. What are my options for getting my data off the old phone and onto the new one?
