In Azure, you typically use Cost Management for these kinds of inquiries. However, since you're mentioning Microsoft 365, you might want to check the Audit Logs there. It could help you see who purchased the licenses. Just fyi, those Teams licenses are often part of a trial that gets converted into a transaction after 30 days.
If you want to dig deeper, check around where the licenses are listed. There might be activity logs or something similar that show who actually pressed the button to make the purchase.
