My girlfriend just bought a new PC with a GAMDIAS ATLAS E1 MIDTOWER case and an Asus B760M-A D4 motherboard. While I can see the CPU fan's RPM, the case fans are stuck running at full speed and show 0 RPM in the monitoring software. It's pretty annoying and we want to figure out how to control those fans. The PC was built by the store where she bought it, and I've added some pictures of the connections for reference. Any tips?

You might want to look at how those fans are connected. If they're plugged straight into SATA power, they won't be adjustable. If they came pre-installed, they should ideally connect to a fan hub that links to the motherboard for control.
So it sounds like the store might have messed that up. Can I change it myself?
First off, check if the case fans are 3-pin. If they're PWM fans, make sure they're connected to the motherboard headers properly and not just to SATA power, as that would make them run at full speed.

Have you looked into using software like SpeedFan or FanControl? They're both free and could help you manage the speed of your fans. They allow you to adjust fan speeds manually and might recognize those fans better than BIOS.
Make sure you're checking the settings correctly; you might have to set them up manually for each fan.
