I'm participating in a math competition where I'm allowed to use anything like books or calculators as long as they can't connect to WiFi. Since my laptop is technically able to connect to WiFi, even if I disable it, I need a different device. I'm looking for a computer or calculator that can run Python without any WiFi connection. Any suggestions?

You might want to look into laptops where you can physically remove the WiFi card. Some older models allow for this, and it can ensure there's absolutely no chance of getting online during the competition.
If you want to keep your laptop, consider disabling the WiFi in the BIOS settings. This will ensure your laptop can’t connect to any networks. Just make sure you know how to access the BIOS—it's usually done by pressing a specific key during startup, like F2 or Delete.
