Actually, you need a device that supports at least iOS 8 to set up Family Sharing, and since your iPod is on iOS 12, it should technically work. If you managed to set it up before but it's failing now, it might be temporary. Try restarting your device or logging out and back into your Apple ID. If all else fails, it might be worth considering if cancelling your subscription is the best option for now.
Unfortunately, Apple requires a supported device to manage Family Sharing. Your iPod Touch might be too old for this, even if it’s running a compatible iOS version.
