I recently tried installing Fedora Linux for gaming, but it didn't go well, and now I'm eager to return to Windows 11. The issue I'm facing is that I can't seem to install Windows. I've tried using Ventoy and Balena Etcher, but I keep getting an error. Additionally, the Windows installation media provided is a .exe file, which I can't run with Wine or Bottles. How can I get back to Windows?

If you want to stick with using Ventoy, make sure you’ve got the actual Windows ISO downloaded, not just the installer .exe. Scroll down on the Microsoft download page to find the correct ISO file for Windows 11. Once you have that, you can use Ventoy to set it up.
I recommend checking out options on archive.org for a Windows ISO. Microsoft’s method is cumbersome because it requires that .exe. Once you’ve got the Windows 11 24h2 ISO, just move it to your Ventoy USB drive; that should do the trick.
In my experience, burning the Windows ISO using Etcher doesn’t usually work. To successfully create a bootable Windows installation USB, you typically need to use the Windows Media Creation Tool, which unfortunately means you need a Windows system to create the USB in the first place. It's a bit of a catch-22!
